If skin is not adequately hydrated for your skin type your foundation won't wear how you want it to e.g. oily skin (which is usually dehydrated) will produce more oil to compensate and your foundation will look oily and may slide off, dry skin will eat the hydration from the foundation and you'll be left with a dry crusty layer of makeup on the skin

For most people your concealer match will be different colour to your foundation especially if you have darkness or pigmentation

Do you mean uneven texture? - it more comes down to skin prep, using adequate softening hydration and a smoothing primer can help a lot. At the end of the day makeup doesn't cover texture but it can help disguise it so more is not always more. Use a lightweight formula with high pigment that wont look think on the skin and sometimes less pigment can actually look better.
